AUSTIN, Texas — For 16 years, Margaret Halbrook marked the same grim anniversary: the day in 1984 when her husband, Jim, and 8-year-old daughter, Lucia, vanished during a weekend road trip. Each year she paid for local TV stations to air their photos, praying someone might remember.
