Tarlov earned a B.A. in history from Bryn Mawr College before moving to the UK, where she completed a Master of Science in public policy, a Master of Research in political science, and a Ph.D. in political science and government from the London School of Economics. She began her career as a research assistant to political analyst Douglas Schoen, who encouraged her to bring her insights to television.
